[1] Language is an indispensable instrument of human society.
[2] It is the means by which individuals understand each other and are enabled to function together as a community.
[3] Indeed, it is unlikely that any human organization could either be formed or long maintained without language.

要点
関係詞節内の〈前置詞＋関係詞〉は通例、一緒に関係詞節の頭に移動することも、関係詞のみが節の頭に移動して前置詞が節の末位に残ることもできる。しかし、`by, beyond, besides, between, during` などの前置詞は関係詞とともに関係詞節の頭に移動する。

「どんな人間の組織体も、言語がなければ、①形成されることも②長く維持されることもできそうにない」
これは形式主語構文。真主語であるthat節内では、formedと(long) maintainedという二つの過去分詞句がorにより等位接続されて、助動詞could beにつながる。
without language「言語がなければ」は仮定条件、could be「…され得るだろう」は仮定法の助動詞句。
